Start with the destination page
Define exactly what your target page is about. A payroll-software page is not simply “business”; it concerns payroll operations, HR workflows and compensation systems.
The clearer the destination topic, the easier it becomes to judge whether a source is relevant.
Domain relevance is helpful but broad
A niche HR publication is an obvious fit for payroll content. But a broad business site may also publish an excellent article specifically about payroll compliance.

Use relevance before authority metrics
Once the source makes topical sense, use traffic and authority metrics to compare opportunities. Reversing that order often leads to impressive but unrelated links.
