This is why relevance should come before DR or DA. Metrics can help compare candidates, but they cannot create contextual fit where none exists.

Backlinks are an amplifier, not a complete SEO strategy

Links cannot reliably compensate for a page that is inaccessible, duplicated, thin or misaligned with search intent. The best campaigns combine technical accessibility, useful content, internal linking and earned or carefully sourced external references.
